BOISE - The Idaho Department of Health and Welfare (IDHW) today submitted a section 1115 work requirements waiver for the Medicaid expansion population to the Centers for Medicare and Medicaid Services (CMS).

The 1115 waiver would require individuals in the expansion population who are 19 to 59 years old to be working 20 hours per week as a condition of eligibility for Medicaid. Requirements would be met if enrollees are volunteering or enrolled in school.

Applicants could receive exemptions from the requirements if they have a mental or physical illness, are disabled, are pregnant, are caring for a child or other individual with a serious medical condition, are tribal members, or are receiving substance use disorder treatment.

This waiver is being requested in response to changes in Idaho law during the 2019 legislative session. The proposed effective date for the waiver is January 1, 2020.
