PASCO – On November 7, 2023, authorities successfully completed their extradition mission of a fugitive couple on the U.S. Marshals 15 Most Wanted list.
The fugitives, 35-year-old Edgar Salvador Casian-Garcia, and his girlfriend, 39-year-old Araceli Medina, were elevated to the U.S. Marshals 15 Most Wanted list in February. The fugitive couple was previously charged in Franklin County, Washington, with Aggravated Murder of a child, Rape in the First Degree of another child, and three counts of Assault of a Child in the First Degree.
According to police in Pasco, the remains of a boy were found in early 2022 by hikers in rural Benton County, about 20 minutes from their home. Authorities said they suspected the boy was tortured to death by the suspects, his father and stepmother, and his body dumped. Investigators believe the couple fled to Mexico to escape justice after the boy’s death.
According to the U.S. Attorney’s Office, deputies and the coordinated efforts of foreign and domestic law enforcement agencies, most notably the Pasco Police Department, led to the arrest of the couple in Mexico on March 22, 2023, at the request of the United States.
The Justice Department’s Office of International Affairs worked to secure the arrest and extradition from Mexico of Casian-Garcia and Medina. Within the past few months, authorities coordinated with the international law enforcement community to apprehend Medina and Casian-Garcia to answer for their charges. The Franklin County Prosecuting Attorney’s Office is handling the prosecution.
